- Seanad: Order of Business (24 Feb 2015)
Paul Coghlan: Forgive me if I falter here and there in responding to the issues raised. Senator Darragh O'Brien raised public procurement, State contracts and improving business and payments to help workers. The Senator is glad there has been progress on the matter and expects news about it from the Minister in March. The Senator referred to the online database for pupils and the fact that some optional...
- Seanad: Order of Business (24 Feb 2015)
Paul Coghlan: There will be news in March. Senator Hayden raised procurement policy and welcomed the progress in the Greek situation, which we all welcome. She referred to the Supreme Court's decision to reject an appeal in the education arena and called for a debate on the lack of inclusiveness in education. We can pursue it with the Leader on his return. Senator Barrett, as ever, argued cogently...
- Seanad: Order of Business (24 Feb 2015)
Paul Coghlan: I am not in a position to disagree with the Senator. We will have to seek further information. Senator Kelly raised the issue of rates assessments and agreed with Senator Comiskey in this regard. He noted that assessments are based on turnover and profit, which means that businesses with similar square footage have wide variations in assessments. He suggested that assessments should be...
- Seanad: Order of Business (24 Feb 2015)
Paul Coghlan: I am sure we could, and we will.
- Seanad: Order of Business (24 Feb 2015)
Paul Coghlan: Senator Keane raised the issue of rates and non-viable businesses. She also referred to the issue of peanut allergies.According to her, if one eats them under the age of five years, one has less chance of becoming allergic, but what do I know of that matter? The Senator wants a debate on it and I am sure that we can arrange one in early course. Senator O'Sullivan agreed with the Apple...
- Seanad: Order of Business (24 Feb 2015)
Paul Coghlan: Yes. It is to move a Bill.
- Seanad: Order of Business (18 Feb 2015)
Paul Coghlan: There is no doubt that changes need to be made to put city centre land, and, indeed, zoned and serviced land in other towns and cities throughout the State, to better use. I very much welcome the reference by the Minister for Finance, Deputy Noonan, in his budget speech to zoned and serviced land. In fact, following that, he has launched a public consultation on the potential of taxation...
- Seanad: Order of Business (11 Feb 2015)
Paul Coghlan: Like all reasonable people, I am saddened and disturbed at what is happening regarding one of the most important tourist routes in the country, namely the 4 km section of the road from Dingle to Tralee. In the interests of safety and sanity, I appeal to An Taisce to withdraw its judicial review opposing the decision of An Bord Pleanála, which is the final arbiter. Of course, it is...
- Seanad: Order of Business (4 Feb 2015)
Paul Coghlan: I am not so sure that the so-called debt conference would not be, at least, premature. As we know, the Greeks are currently showboating and touring European capitals, but we are not too sure what they are seeking.
- Seanad: Order of Business (4 Feb 2015)
Paul Coghlan: At a minimum, they are seeking some new kind of bond-swapping or bond-switching arrangement that is probably poppycock. I would counsel caution. We must show solidarity with our-----
- Seanad: Order of Business (4 Feb 2015)
Paul Coghlan: -----neighbours and friends in Europe. We should await the outcome of the ongoing discussions before making any premature move. We are in a different place and must protect ourselves in the first instance, so let us pause awhile.
- Seanad: Order of Business (3 Feb 2015)
Paul Coghlan: They are not protected.
- Seanad: Order of Business (3 Feb 2015)
Paul Coghlan: The Ceann Comhairle is considering the matter with the CPP.
- Seanad: Order of Business (3 Feb 2015)
Paul Coghlan: There is grave concern in my part of the world at the shooting down of Heather in the Waterville area prior to the weekend. This female hen harrier, as we know, was tagged with a satellite tracking device shortly after she hatched in 2013 in east Kerry. She quickly became a star as her travels were followed by thousands of people on an online blog. The hen harrier project has been run by...
- Seanad: Order of Business (3 Feb 2015)
Paul Coghlan: The bird visited Meath, Monaghan, Armagh and rested on the shores of Lough Neagh before making the long journey to the Atlantic sea cliffs of south Cork. She then returned home to Kerry, possibly to breed there this summer. Now, sadly, she is no more.
- Seanad: Order of Business (3 Feb 2015)
Paul Coghlan: There are only 100 pairs of this bird left in Ireland. Sadly, in that same area, one of the Killarney-reared white-tailed sea eagles was shot a few years ago.
- Seanad: Order of Business (3 Feb 2015)
Paul Coghlan: No, sea eagles, but on that point, if there is someone who is trigger happy in that area, maybe he or she could lend some assistance to my colleague, Senator O'Sullivan, who could point out some screeching seagulls near his Dublin residence which, as we know, are not a protected species.
- Seanad: Regulation of Lobbying Bill 2014: Second Stage (29 Jan 2015)
Paul Coghlan: I thank the Minister for his helpful comments.
