Jack Chambers: Hospitals which are running over budget and not meeting the capacity and targets set by management receive additional support through the NTPF when they do not meet their output requirements. That is not a prudent way to apportion many of our resources. I do not want additional front-line allocations for ineffective, inefficient services which are not meeting their planned output.
