Regulation of Charities: Motion [Private Members] (12 Jul 2016)

Josepha Madigan: 10 o’clock Thank you, a Leas-Cheann Comhairle, and I congratulate you on your recent appointment. I thank the Members for raising this issue. It is not an overstatement to say that the people have been left reeling from the stunning revelations of greed, incompetence, irresponsibility and, frankly, selfishness at Console and some other charitable organisations active in Ireland....

Order of Business (12 Jul 2016)

Josepha Madigan: Will the mediation Bill be subject to pre-legislative scrutiny any time soon? I firmly believe litigation should be the last port of call and that all disputants should try mediation. The Bill will place a statutory obligation on barristers to advise on mediation. I would like it to be considered in the House as soon as possible.

Public Accounts Committee: Work Programme (7 Jul 2016)

Josepha Madigan: I thank Mr. McCarthy and Mr. Carrie for being here today. As a new Deputy and member of the committee, I appreciate their appearance. Deputy Farrell touched on the question I wanted to ask. Having read some of the turgid legal texts from the past 20 years, I would find a summary of information very helpful, perhaps some form of aide-mémoireor precis, as Deputy Farrell noted. This...

Public Accounts Committee: Work Programme (7 Jul 2016)

Josepha Madigan: Essentially, either an e-mail or a letter could be sent during the week calling on the Charities Regulatory Authority to come before PAC. I am aware that Part 4 of the legislation has not yet commenced but, from a public information perspective, it would be very useful to find out what powers it has under the statute in terms of probing the misuse of public funds or whatever by charities....

Public Accounts Committee: Work Programme (7 Jul 2016)

Josepha Madigan: On a practical level, I did not know this meeting was going to be on Friday. Is the Chairman going to consult with us in relation to specific dates because I was not aware that there was going to be a meeting at all next Friday? I have great difficulty. If we could have consultation on future dates, I would appreciate it.

Josepha Madigan: It would be helpful to know in advance.

Public Accounts Committee: Work Programme (7 Jul 2016)

While I am not at liberty to discuss anything on it, a matter in the public arena is previous litigation relating to this committee. Has any guidance emanated from this committee that can be given to members in relation to the questioning of anyone who is going to come forward? Is there any guidance emanating as a result of the pending...
