Billy Kelleher: We have been led to believe that it is all becoming one, that the trinity is being merged. In order to send out a strong signal, we must ensure that those who hold office, engaged or employed by the HSE or otherwise, operate in a system that allows them not to be advisers but consultants. They may be advisers but in a broader context they may offer consultancy from outside of the State.
