Matt Carthy: I will return to some of my earlier points that I did not get to conclude. Mr. Doyle mentioned an estimated 10,000 additional people on HAP by the end of the year. As the budgets for other schemes are not projected to fall, I assume that figure relates to new entrants. Is it fair to say that these are people who are not in receipt of any subsidised support?
