Charles Flanagan: Section 16(1)(a) allows for the functions of the procedures committee to be determined from time to time as the commission considers appropriate. Again, it is to provide assurance in drafting. I do not see it as weakening the Bill or as a loophole; rather, it is assurance to cover all eventualities.
