Joint Oireachtas Committee on Disability Matters: Implementation of Inclusive Education in Schools: Department of Education (18 Oct 2023)

Eileen Flynn: It strikes me children with special and additional needs and members of the Traveller community are put on these reduced timetables. Two weeks ago, a mother from a halting site came to me in tears. Her little boy has attention deficit hyperactivity disorder, ADHD. She was so upset as she told me that the teacher kept saying to her that he would have to leave the school. The child goes in...

Joint Oireachtas Committee on Disability Matters: Implementation of Inclusive Education in Schools: Department of Education (18 Oct 2023)

Eileen Flynn: -----and it is important we think of that. Again, this is something that needs to be addressed. I am delighted that I have been able to talk to Ms Cullen because it is so important that we set up that meeting with the Department and look at this issue. It is the same for children with special additional needs. This should not be allowed in the Ireland of 2023. A mother is saying that her...

Joint Oireachtas Committee on Disability Matters: Implementation of Inclusive Education in Schools: Department of Education (18 Oct 2023)

Eileen Flynn: Mr. Hanlon just mentioned the word "consent" and suggested that these reduced school days are based on consent. I can honestly tell him right now that according to the majority of people I know - many of these children happen to be members of the Traveller community with additional needs - there is no permission involved. The parents are very worried and are told that the child is put on...

Joint Oireachtas Committee on Disability Matters: Implementation of Inclusive Education in Schools: Department of Education (18 Oct 2023)

Eileen Flynn: I thank the Cathaoirleach very much.

Seanad: An tOrd Gnó - Order of Business (17 Oct 2023)

Eileen Flynn: I again raise the issue of Travellers in education. Unfortunately, we have not received a reply from the Minister for Education, Deputy Foley. In the past three weeks, we sent two emails requesting a meeting or some kind of communication so we can look to deal with the inequalities that the Traveller community still faces in our education system today. Is it possible that the Leader would...

Seanad: Disability Allowance: Motion (11 Oct 2023)

Eileen Flynn: Senator Conway spoke out of both sides of his mouth and gave us all a good reminder of how the most vulnerable people, including people with disabilities, suffered cuts during the economic crisis. I support Senator Clonan's motion and I was very proud to sign it along with my colleagues, Senators Ruane and Black. I thank Senator Clonan for bringing the motion to the House. It is very...

Seanad: An tOrd Gnó - Order of Business (10 Oct 2023)

Eileen Flynn: I want to remember the deaths of ten people from the Traveller community. Today marks the eighth anniversary of the Carrickmines fire. I want to remember Tara Gilbert, her partner Jimmy Lynch and their daughters Jodie and Kelsey, Willie Lynch, Thomas Connors, his wife Sylvia and their children Jimmy, Christy and Mary who sadly died in a fire in Carrickmines eight years ago. Unfortunately,...

Seanad: Budget 2024 (Public Expenditure, National Development Plan Delivery and Reform): Statements (10 Oct 2023)

Eileen Flynn: I always welcome measures that improve people's lives. However, while many short-term, one-off measures in this budget may allow people to keep their heads above water for a few hours and get people out of a dark space for a short period, they will not make a real long-term difference to highly vulnerable people. This budget has definitely not future-proofed life for people who are living...

Seanad: Access to Third Level Places and Student Accommodation: Statements (4 Oct 2023)

Eileen Flynn: Less than 1% of the Traveller community goes on to third level education. To many people in this Chamber, that may seem like a very low number. Obviously it is, but for us as the Traveller community, it is a high enough number. Going back 15 or 20 years ago, there was very little participation of Travellers in third level education. I welcome the supports and measures that have been put...

Joint Oireachtas Committee on Disability Matters: Enhanced Transport and Mobility Support Options for People with Disabilities: Department of Children, Equality, Disability, Integration and Youth (4 Oct 2023)

Eileen Flynn: I apologise, but I had to run out twice to make phone calls to the kids. We talk about Leinster House being child-friendly, but is not child-friendly when we are meeting at 7.40 p.m. on a Wednesday. I am very passionate about this committee and the committees I sit on, but each time I am in after 5 p.m. I will be commenting on it, given the aim to have a child-friendly Leinster House. I...

Joint Oireachtas Committee on Disability Matters: Enhanced Transport and Mobility Support Options for People with Disabilities: Department of Children, Equality, Disability, Integration and Youth (4 Oct 2023)

Eileen Flynn: Yes.

Joint Oireachtas Committee on Disability Matters: Enhanced Transport and Mobility Support Options for People with Disabilities: Department of Children, Equality, Disability, Integration and Youth (4 Oct 2023)

Eileen Flynn: Just to add that people I have spoken to in the past three years are very happy that disability matters are under the remit of the Department of Children, Equality, Disability, Integration and Youth rather than the Department of Health. It is a very positive move. To be fair, I think the members of the committee want to be on the committee and are working hard.

Seanad: Nithe i dtosach suíonna - Commencement Matters: Legal Aid (3 Oct 2023)

Eileen Flynn: Before I call the Minister of State, I welcome St. Tiernan’s Community School from Dundrum to the Chamber. They are very welcome. I call the Minister of State.

Seanad: Nithe i dtosach suíonna - Commencement Matters: Small and Medium Enterprises (3 Oct 2023)

Eileen Flynn: I should have added that the Minister of State is very welcome to the House. There is always a positive engagement when he is here.

Seanad: Nithe i dtosach suíonna - Commencement Matters: Small and Medium Enterprises (3 Oct 2023)

Eileen Flynn: The Minister of State, Deputy Noonan, is welcome to the House.

Joint Committee On Children, Equality, Disability, Integration And Youth: Autism Spectrum Disorder Bill 2017: Discussion (3 Oct 2023)

Eileen Flynn: I do not believe disabilities have a minority or a race aspect because a person from any community can have autism or any other form of disability.

Joint Committee On Children, Equality, Disability, Integration And Youth: Autism Spectrum Disorder Bill 2017: Discussion (3 Oct 2023)

Eileen Flynn: That is no problem at all. I welcome the points the Senator has made. He has lived experience with his son. That should be appreciated in this committee. I am a member of the Joint Committee on Autism and the Joint Committee on Disability Matters. I am a little lost right now because, to the best of my knowledge, the Department of Health is before the committee today.

Joint Committee On Children, Equality, Disability, Integration And Youth: Autism Spectrum Disorder Bill 2017: Discussion (3 Oct 2023)

Eileen Flynn: There is no clarity that this Bill will be underneath the Department of Children, Equality, Disability, Integration and Youth and within the remit of the Minister of State, Deputy Rabbitte.

Joint Committee On Children, Equality, Disability, Integration And Youth: Autism Spectrum Disorder Bill 2017: Discussion (3 Oct 2023)

Eileen Flynn: It is great to have that clarity. There is, however, a lack of clarity about the collecting of data and information in the Bill. I understand Deputies have spoken to that issue. One of our suggestions would be that, in the census, we would have people name their disabilities, if you want. We need to look at the Disability Act 2005. We are speaking about that in another of the committees....

Joint Committee On Children, Equality, Disability, Integration And Youth: Autism Spectrum Disorder Bill 2017: Discussion (3 Oct 2023)

Eileen Flynn: As the Deputy has said, it is not an ideal Bill as it stands now. We can work with the NGOs and the relevant people to make it ideal. However, I do not believe in putting something in and passing it for the sake of passing it if the needs of people are not met. The Civil Engagement Group has drawn up amendments that contain an awful lot that we would like to add. I thank the witnesses for...
