Government Decision on Exiting Programme of Financial Support: Motion (Resumed) (20 Nov 2013)

Brian Hayes: This has been a useful debate, in stark contrast to what occurred in 2010 and 2011. I am more of an optimist than a pessimist. I do not know what good will come from looking backwards. Clearly, we have to make sure we do not repeat the mistakes of the past, but a certain element in this country appears to be addicted to failure and does not want to recognise that the country has turned a...

Written Answers — Department of Public Expenditure and Reform: Flood Relief Schemes Applications (19 Nov 2013)

Brian Hayes: The Office of Public Works has recently submitted the Clare River (Claregalway) Drainage Scheme to the Minister for Public Expenditure and Reform for statutory approval to proceed to construction. If approval is received, it is expected that construction will commence by the end of the year, or early in the new year, in areas that do not have particular environmental or weather constraints.

Seanad: Adjournment Matters: Property Taxation Application (14 Nov 2013)

Brian Hayes: I thank the Senator for raising this important this matter and highlighting an issue that is of concern not only in her area but in my area because of the proliferation and number of housing units where a management company is already in place. The introduction of a property tax is part of a broader approach to the taxation of property which aims to replace some of the revenue raised from...

Seanad: Adjournment Matters: Property Taxation Application (14 Nov 2013)

Brian Hayes: Obviously, this is an issue for the Minister for the Environment, Community and Local Government. For people living in apartments and flats, their position is entirely different from that of those living in a housing estate where one can walk out the front door and on to a pavement and public access. In the boom times, local authorities used this as a cash cow by which to levy additional...

Brian Hayes: -----with common stairwells and sinking funds and so on.

Seanad: Adjournment Matters: Property Taxation Application (14 Nov 2013)

Brian Hayes: There are several arguments. If we could make some progress in this area it would be very useful.

Seanad: Adjournment Matters: Local Government Elections (14 Nov 2013)

Brian Hayes: I thank the Senator for raising this matter. I apologise that the Minister for the Environment, Community and Local Government, Deputy Phil Hogan, cannot take this Adjournment matter. As Members are aware the Government's action programme for effective local government published in October 2012 sets out Government policy in this area. It is recognised that towns have a strong affinity...

A related item in dispute was formally added to the conciliation process on 24 July 2013, by agreement between the contractor and the Council. In the course of subsequent negotiations, the parties agreed to extend the...

Seanad: Adjournment Matters: Mortgage Arrears Proposals (13 Nov 2013)

Brian Hayes: With respect, I am not sure I fully understand the Senator's question. If the Senator is concerned about a lack of oversight on the part of the Central Bank, whose task it is to manage this on behalf of everybody, all I can say is that the information given by the Governor of the Central Bank to the committee was given in the initial phase over the summer because he had not concluded an...
