John Gormley: It will not even become law in the coming days. As I have stated clearly, the commencement order will not be issued until the new year. This is to give the Minister for Agriculture, Fisheries and Food an opportunity to amend the 1958 Act, as recommended by many in the Seanad.

The relevant subsection states a local authority may, after considering representations, attach such conditions as it considers appropriate to the registration of a dog breeding premises.
