Charles Flanagan: I thank the Deputy. I am not going to open up a debate. We have just considered a Bill with more than 90 sections. The Minister is here for that purpose. The Minister has always been generous with his time and the content he discusses. I will allow him to give brief consideration to Deputy Brady's questions, notwithstanding that they are out of order.
