I was taken by the reviews that occurred between August and December, and the Secretary General's honesty when he said he would not change certain things but would change certain actions. Alan Kelly: It was so obvious. Mr. Breslin is dead right. People who had responsibility over those areas will have to be held to account. I asked whether they went to tender and got costing for cabling. They did. There was one problem, however, in that they did not quantify the amount. That is where many of the costs will end up and I predict that this is what PwC will find.
