Denis O'Donovan: Senator Craughwell mentioned earlier that when the gas pipelines were brought from Kinsale all over the country that was not a difficulty. There was a piece of legislation tailored to meet that. A simple amendment to the Constitution could uphold and enshrine the basic right to water, then that could be regulated by law.
