Kieran O'Donnell: Following on from that, when will the Minister look to bring forward the substantive legislation on changes in structures and so forth? It is within the amendments, I am not casting any opinion here, it is just a process. When does the Minister anticipate he will be bringing it to Cabinet? When does he think this committee will be in a position to do the pre-legislative scrutiny on that?
