Seanad: Order of Business (17 Oct 2007)

Terry Leyden: I call for an urgent debate on the proposal by Dublin City Council to abstract 470 million litres of water from Lough Ree. This issue was raised on the Adjournment last week but a full debate is of vital interest. The River Shannon is the artery of Ireland. It is crucial and touches half the counties of Ireland. It is essential we retain the water in Lough Ree and the River Shannon...

Seanad: Order of Business (10 Oct 2007)

Terry Leyden: We are all shocked and horrified by the brutal murder in Galway yesterday of Manuela Riedo from Switzerland. In the history of the State, we have never had so many murders occurring in one week. This is a horrific ordeal for the student population of Galway, which totals 20,000, as well as their families. Those whose children have studied abroad under the ERASMUS programme will share the...

Seanad: Order of Business (4 Oct 2007)

Terry Leyden: On a point of order, I made a genuine request for a debate on the new European treaty. I would like the Leader to respond to this, as Senator Regan made the same point.

Seanad: Order of Business (4 Oct 2007)

Terry Leyden: I thank the Leader.

Seanad: Order of Business (4 Oct 2007)

Terry Leyden: With regard to what Senator Alex White stated, issues will be debated. The Fianna Fáil Party will always debate issues freely and openly and will not be suppressed by former members of The Workers Party, Sinn Féin, Labour, Democratic Left or anybody else. The Labour Party is still smarting from the Mullingar accord or disaccord.

Seanad: Order of Business (4 Oct 2007)

Terry Leyden: The Cathaoirleach must accept it is difficult over here.

Seanad: Order of Business (4 Oct 2007)

Terry Leyden: I appreciate that but it is difficult for a united and cohesive party to listen to this. Will the Leader invite to the House the Minister of State at the Department of Foreign Affairs with responsibility for European Affairs, Deputy Dick Roche, to discuss the new European reform treaty? As the Government spokesperson in the Seanad on European affairs and integration policy, I wish to see the...

Seanad: Copyright and Related Rights (Amendment) Bill 2007: Committee Stage (Resumed) (3 Oct 2007)

Terry Leyden: I welcome that the Minister of State has indicated clearly that the Minister for the Environment, Heritage and Local Government will set up a small committee or board to oversee the distribution of the funds. We could go through a long list in the House and in doing so, I would have to say the Library Association of Ireland should be a stakeholder because it represents all the public libraries.

Seanad: Copyright and Related Rights (Amendment) Bill 2007: Committee Stage (Resumed) (3 Oct 2007)

Terry Leyden: This body includes appointees who have been elected by the people to serve on councils. I always find it quite difficult to understand why people with expertise in a field must be debarred from membership of an organisation because they have been elected as members of local authorities. We cannot go through a list of all the bodies that could be represented on the committee. A quite small...

Seanad: Copyright and Related Rights (Amendment) Bill 2007: Committee Stage (Resumed) (3 Oct 2007)

Terry Leyden: This raises the question of private institutions and educational establishments. The Houses of the Oireachtas have an excellent library. Would this be defined as an educational or a public library? It is a type of private club but Members of the Oireachtas are elected representatives, even though they are the only people entitled to take out books on loan. Will such libraries be governed...
