Alan Shatter: I accept there are such reports which is a concern. This is why trainers may be able to address this. This is the importance of human rights teaching on dealing with people, so civilians are not brought unnecessarily into conflict. This is where the European Union, by participating in a UN mission, can make a positive contribution as opposed to sitting back and watching.
