Robert Troy: Was it wise to publish the Department's long-term strategy for investment in public transport in advance of knowing the optimal land use? Surely one would feed into the other? The Minister has prioritised investment in public transport infrastructure for the next decade but his Department does not yet know what is the optimal use for land and will not know until the end of this year.
