Shane Ross: Asylum-seekers cannot be issued with a driving licence. Under EU law, Member States issue driving licences to people whose normal residence is in their jurisdiction. By definition, the residence status of an asylum-seeker is not yet determined. It is therefore not possible under EU law to issue driving licences to asylum-seekers.
