Terry Leyden: I suggest that it also be used to pay the free fuel allowance — an increased allowance, if possible — to elderly people 52 weeks of the year. That would give us a satisfactory return on the additional taxes which have been collected from all taxpayers, including hauliers, on behalf of the Exchequer.
