Stephen Donnelly: The answer to this is the innovation that I saw in the eye and ear hospital last Friday, whereby more care is now being provided in the community by optometrists and specialist nurses, leaving the ophthalmologists free to do the most complex cases. The hospital has reduced its waiting list from years to months. We want that approach rolled out across the country.
