Mary Lou McDonald: Mr. O'Brien has not and did not sufficiently investigate that matter to arrive at that conclusion. As Deputy Cullinane has said, it is disingenuous of Mr. O'Brien to assert this at committee because he is, frankly, not in a position to make that assertion.
