- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Cost of Insurance Working Group Update: Discussion (15 Nov 2018)
Gerry Horkan: If somebody goes into a bank, tries to rob it and gets caught, then he or she will be prosecuted and will probably suffer jail time and so on, albeit perhaps not as much as some people would like. There is a sanction if the perpetrators of the crime do not get away with it. People make false insurance claims week in and week out. It is good that insurance companies are fighting them and,...

- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: European Monetary Policy: Exchange of Views with Mr. Mario Draghi (8 Nov 2018)
Gerry Horkan: I thank Mr. Draghi for coming here for our special meeting. He is very welcome. I was impressed by his opening statement and responses in terms of his knowledge of the Irish economy, and all the points have been covered. The select committee is currently dealing with the Finance Bill. The budget was relatively uncontroversial. We have low interest rates. As was alluded to, our national...
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: European Monetary Policy: Exchange of Views with Mr. Mario Draghi (8 Nov 2018)
Gerry Horkan: I respect Mr. Draghi's honesty about our quasi-monopoly in terms of our pillar banks. Does he see any way in which we can increase competition? Is it all about integration and making the rules more equal across the eurozone? Currently, we do not have the ability to source a mortgage in Germany or France where interest rates are much cheaper. Gerry Horkan: I thank Mr. Draghi. I led the delegation to the ECB and the Single Supervisory Mechanism, SSM, and we found the visit very useful in terms of the interaction. However, I would encourage this committee, Mr. Draghi and his successor to participate in dialogue with the national parliaments. It has been useful and the more of it we have, the better.
- Seanad: Order of Business (8 Nov 2018)

It is important that we point that a significant time is scheduled next week for this Bill and, as Senator Bacik pointed out, people have schedules and in my time in the Seanad we have never sat past 5 p.m. on a Thursday. We may have done so but I do not remember it and it is certainly infrequent. Members have made other...

Gerry Horkan: I apologise if I am wrong and would always do so because I am not infallible, but there is plenty of time scheduled for next week and it is not an emergency so I second Senator Leyden's proposal on the adjournment. I was at a presentation this morning in the Sandyford business district with more than 200 people, including the Minister for Culture, Heritage and the Gaeltacht, Deputy Madigan,...

Gerry Horkan: I also welcome the Georgian Ambassador and his wife to the Chamber. They are regular visitors to Leinster House and are actively involved with matters in our State. I know of people who managed to travel 7 km, less than 5 miles, in 55 minutes this morning in Dublin. It was raining and there was much surface water, but we must have a debate with the Minister for Transport, Tourism and Sport...
