Seán Sherlock: I was just going to suggest that if the Minister could revert to us with her own amendment or additional wording regarding the Schedule in terms of the income elements, it might be helpful to us. I, too, reserve the right to introduce an amendment on Report Stage on this issue.

Seán Sherlock: I have a question. Forgive me if I am out of order and the Chairman or clerk can correct me. It strikes me that in article 13(3) states "In making the regulations under subsection (2), the Minister shall have regard to the availability of resources." It says "shall have regard to availability", so it will not be a demand-led scheme at all, will it?
