Kieran O'Donnell: There is no legislation to enforce that. ComReg cannot ring a mobile provider and say a person has been waiting for two hours. It cannot do anything bar give them a slap on the wrist and say it will get back to them.

Kieran O'Donnell: They will only take that seriously if it is going to hurt them in their pocket. They will not take it seriously if it is effectively a cross letter, a cross word or a slap on the wrist. The only way it hurts is if it costs money. Will this cost them and will it cost them quickly?
