Seanad: Nithe i dtosach suíonna - Commencement Matters: Housing Schemes (19 Oct 2023)

Martin Conway: I thank the Minister of State for coming to the House to respond on this matter. I have experience, as, I am sure, have the Minister of State, the Acting Chairperson and many other Members, of dealing with older people and people with disabilities who apply for housing aid for older people and housing adaptation grants through local authorities. The amounts being given to people under these...

Seanad: Nithe i dtosach suíonna - Commencement Matters: Housing Schemes (19 Oct 2023)

Martin Conway: That is absolutely fantastic. I thank the Minister of State for his response, but I am looking for a circular to go from his office to the local authorities telling them to be a little more flexible and take construction inflation into consideration. Take a situation where somebody applied for a grant in 2022 that is only processed in quarter 4 of 2023, by which time he or she is getting a...

Martin Conway: Excellent. I thank the Minister of State.

Seanad: An tOrd Gnó - Order of Business (18 Oct 2023)

Martin Conway: It should be.

Seanad: An tOrd Gnó - Order of Business (18 Oct 2023)

Martin Conway: Hear, hear.

Seanad: An tOrd Gnó - Order of Business (18 Oct 2023)

Martin Conway: Colleagues will be glad to hear I am not going to talk about the President. The issue I raise is the development in recent years of what are known as designated activity companies, DACs. The local authorities are using these companies to develop tourism and other products. In Clare, for example, there are two DACs I am aware of and there probably are more. One is Ennis 2040 and the other...

Seanad: Provision of Free HRT Treatment: Motion [Private Members] (18 Oct 2023)

Martin Conway: Senator Clifford-Lee would have a better chance than me. It is good to see the Minister of State, Deputy Butler. As always, she is very welcome to the House. She is a regular attendee here and when she addresses us it always makes great sense. I commend Senator Pauline O'Reilly on proposing this motion in Private Members' time tonight. It is extremely important. As a male I do not have...

Seanad: Provision of Free HRT Treatment: Motion [Private Members] (18 Oct 2023)

Martin Conway: I am probably more effective where I am. We need to have a health system that is functioning. It is never going to be perfect - I do not think there is a health system in the world that is perfect - but it needs to be properly funded. There should have been a minimum of €2 billion or €3 billion extra dedicated to health. The system has let down the health service by not...

Joint Oireachtas Committee on Health: Report of the Review of the Operation of the Health (Regulation of Termination of Pregnancy) Act 2018: Discussion (Resumed) (18 Oct 2023)

Martin Conway: Senator Kyne was trying to establish something legitimate with his questioning about the three-day period. While the reasons given by the witnesses for not being able to carry out effective research on that are legitimate, they do not take from the point being made by Senator Kyne. As legislators, we need as much data as possible. While we can find reasons not to do it, we can also find...

Joint Oireachtas Committee on Health: Report of the Review of the Operation of the Health (Regulation of Termination of Pregnancy) Act 2018: Discussion (Resumed) (18 Oct 2023)

Martin Conway: Yes, mandatory.

Joint Oireachtas Committee on Health: Report of the Review of the Operation of the Health (Regulation of Termination of Pregnancy) Act 2018: Discussion (Resumed) (18 Oct 2023)

Martin Conway: Would Ms O'Shea agree with me that it is disrespectful to women?

Joint Oireachtas Committee on Health: Report of the Review of the Operation of the Health (Regulation of Termination of Pregnancy) Act 2018: Discussion (Resumed) (18 Oct 2023)

Martin Conway: I agree. If nothing else comes of this review we need to deal with this three day delay. Whatever one's view is on these issues, I suspect no woman in the world makes the decision to go to a medical practitioner for termination without thinking long and hard about it.

Joint Oireachtas Committee on Health: Report of the Review of the Operation of the Health (Regulation of Termination of Pregnancy) Act 2018: Discussion (Resumed) (18 Oct 2023)

Martin Conway: That is important. Following on from Deputy Shortall, I will develop another point, which is the witnesses' engagement with the Department of Health since they made their report available. They met the Minister once. Has there been any other scheduled meeting with the Minister?

Joint Oireachtas Committee on Health: Report of the Review of the Operation of the Health (Regulation of Termination of Pregnancy) Act 2018: Discussion (Resumed) (18 Oct 2023)

Martin Conway: Has there been any engagement with the Department of Health or are there any plans for an engagement?

Joint Oireachtas Committee on Health: Report of the Review of the Operation of the Health (Regulation of Termination of Pregnancy) Act 2018: Discussion (Resumed) (18 Oct 2023)

Martin Conway: What is Ms O'Shea's view?

Joint Oireachtas Committee on Health: Report of the Review of the Operation of the Health (Regulation of Termination of Pregnancy) Act 2018: Discussion (Resumed) (18 Oct 2023)

Martin Conway: None of that has happened.

Joint Oireachtas Committee on Health: Report of the Review of the Operation of the Health (Regulation of Termination of Pregnancy) Act 2018: Discussion (Resumed) (18 Oct 2023)

Martin Conway: At this point, does Ms O'Shea have any confidence in the Department of Health?

Joint Oireachtas Committee on Health: Report of the Review of the Operation of the Health (Regulation of Termination of Pregnancy) Act 2018: Discussion (Resumed) (18 Oct 2023)

Martin Conway: That is okay. In terms of this issue, I just have to wonder what is happening. Perhaps we might have some engagement with the Minister. Many of the questions I was going to ask have already been asked. I am frustrated with the delay in progress from the Department of Health's perspective. I feel it has just been thrown over to this committee and left with us, whereas there should be...
