Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Role and Functions: Environmental Protection Agency (4 Nov 2014)

Caít Keane: On the EPA and the need for Irish Water to develop a national strategy on lead, has this started? Is it just beginning or what is its current status? Has the EPA been in contact with Irish Water on the national strategy? While I had a question on fracking, most of it has been answered except in respect of Mr. Lynott's statement that €1.5 million has been allocated from the EPA's own...

Seanad: Order of Business (23 Oct 2014)

Caít Keane: I support Senator Darragh O'Brien in everything he said. I will not repeat it. Nobody else should be silenced by the pretext that anybody now who speaks about Maíria Cahill is playing politics. That is insulting to politics, to democracy, and to everybody. Maíria Cahill, in her hour of need, turned to politics to try to do something when everybody had failed her. We will keep...

Seanad: Order of Business (22 Oct 2014)

Caít Keane: I attended the British-Irish Parliamentary Assembly meeting yesterday with many colleagues and used the opportunity to raise the Maíria Cahill case. We were addressed by Dr. Andrew Murrison, Parliamentary Under-Secretary of State at the Northern Ireland Office. The same day, the justice committee in Northern Ireland had Minister David Ford before it at the behest of the chairperson...

Seanad: Situation in Gaza and Ukraine: Statements (31 Jul 2014)

Caít Keane: Cuirim fáilte roimh an Aire go dtí an Teach agus go dtí an díospóireacht tábhachtach seo. I also welcome our distinguished guests. This is one of the most important debates we have had or will have in Seanad Éireann and it must be balanced. I congratulate the Minister on the balance he has shown in what he has said since he took office and in working with...

Seanad: Electoral (Amendment) (No. 4) Bill 2014: Second Stage (17 Jul 2014)

Caít Keane: I welcome the Minister. What is proposed in the Bill must be done because the need for it dates back to 1947, when the principal Act was brought into force. I do not know who was in power at that time - perhaps one of my colleagues can inform me - but whomever it was left an anomaly in the original legislation. As matters stand under the existing Act, if the Clerk of the Dáil or the...

Seanad: Electoral (Amendment) (No. 4) Bill 2014: Second Stage (17 Jul 2014)

Caít Keane: The Minister is like the Senator, he goes in for style.

Seanad: Order of Business (17 Jul 2014)

Caít Keane: I welcome the members of the Irish Deaf Society to the Visitors' Gallery. They have my wholehearted support. I will never stop supporting the Irish Deaf Society, but I must do so within what is reasonable. This is the Order of Business and it is important that we explain how that is dealt with. When one tables unrealistic and unachievable motions, one cannot expect either the Taoiseach or...

Seanad: Order of Business (17 Jul 2014)

Caít Keane: I am talking about doing something for the Irish Deaf Society. It was the first motion I tabled. Senator Daly had plenty of time to speak-----

Seanad: Order of Business (17 Jul 2014)

Caít Keane: I compliment Senator Daly because he is nominated by the Irish Deaf Society in the Seanad and he is doing his job. However, before I was a Member of the House and when I came to the Houses when there was plenty of money, I did not get much satisfaction. Senator Ann Ormonde and I came to see Senator Mark Daly and others, but we could not get a penny. That was in the good times.

Seanad: Order of Business (17 Jul 2014)

Caít Keane: It was the first motion I tabled for the Adjournment debate and I will put it down again. Will the Leader arrange to have an urgent debate on this when we resume our business? The Irish Deaf Society-----

Seanad: Order of Business (17 Jul 2014)

Caít Keane: Every Member on this side of the House is making representations to Pobal. There is an appeal process which must be followed. What has been done is unrealistic and not justifiable. In my capacity as a Senator I will do everything in my power to ensure that the advocacy service is restored to the deaf. Who else do they have to speak for them if they do not have an advocacy service? That...

Seanad: Housing (Miscellaneous Provisions) Bill 2014: Report and Final Stages (16 Jul 2014)

Caít Keane: I will be brief because I spoke at length on Committee Stage. I welcome the Minister of State. I worked with him for many years as a member of the Joint Committee on Environment, Culture and the Gaeltacht. He will make a fine Minister of State and I look forward to his deliberations. In the media, the debate on the Bill has been dominated by the HAP scheme. Senator Aideen Hayden,...

Seanad: Housing (Miscellaneous Provisions) Bill 2014: Report and Final Stages (16 Jul 2014)

Caít Keane: The Minister of State saw Senator Wilson and went back out.

Seanad: Housing (Miscellaneous Provisions) Bill 2014: Report and Final Stages (16 Jul 2014)

Caít Keane: This is an important way of allocating houses. Many offers are made by computer and one signs up for this, that and the other on the system. There should be a process of pre-consultation before offers are made to find out if there are children in school in an area, for example. There is no way they would move to school that is miles away or to a location where the children could not get...

Seanad: Order of Business (16 Jul 2014)

Caít Keane: I had not intended to speak on the Order of Business today but must now do so as there was a reference to my having raised a particular issue yesterday with the Minister for Justice and Equality, Deputy Fitzgerald. I complimented the Minister on her excellent performance at the United Nations committee in Geneva and also complimented her on how quickly she has read into her brief. It was...

Seanad: National Treasury Management Agency Bill 2014: Second Stage (15 Jul 2014)

Caít Keane: I congratulate the Minister of State on his first outing in the House and thank him for his detailed responses to the questions asked by Members.

Seanad: National Treasury Management Agency Bill 2014: Second Stage (15 Jul 2014)

Caít Keane: When is it proposed to take Committee Stage?

Seanad: Radiological Protection (Miscellaneous Provisions) Bill 2014: Report and Final Stages (15 Jul 2014)

Caít Keane: We are here to debate important legislation. I welcome the Minister to the House on his first ministerial outing and wish him the very best in his new role. I am the Fine Gael spokesperson on the environment in the Seanad and I am sure we will work together a lot. I wish to pay tribute to the outgoing Minister, Deputy Hogan, and the Minister of State, Deputy O'Dowd, who answered questions...

Seanad: Order of Business (15 Jul 2014)

Caít Keane: I congratulate the Minister for Justice and Equality, Deputy Fitzgerald, on doing us proud in Geneva yesterday at the United Nations. She demonstrated how quickly she has read into her brief with her expert experience and with the answers she gave. There are many good human rights issues that I could mention but one of the issues mentioned was also mentioned by one of the NGOs - that is,...

Seanad: Order of Business (15 Jul 2014)

Caít Keane: However, I am concerned about it. The article said gardaí driving would be unable to use their sirens, drive in bus lanes or break the traffic lights and that they would have to obey all the rules of the road. This will apply to special branch detectives even if they are called out to an armed incident. One might say this is right and that everyone should obey the rules of the road....
