Michelle Mulherin: I presume this also presents a problem for a farmer. If land is encumbered in this way, tied up until it is cleared of forestry and the income does not appear very attractive in most cases, it would be difficult for the farmer to sell on the land. It would not be the most attractive proposition for the buyer to find it so encumbered.
