Robert Dowds: I want to make two points, the first of which is on Part V. I noted that the speaker from the Construction Industry Federation regarded the provisions in Part V as unreasonable. I draw the federation's attention to a practice that has occurred in the past. Topical Issue Debate: Road Traffic Legislation (15 Jan 2015)

Robert Dowds: I thank the Minister for his reply. I accept that the legislation is in place but I wish to raise two or three issues in this regard. First, I am interested in what the Minister said about public parks because, in a sense, it contradicts something that was said to me by our local gardaí. I will bring this to their attention. The second problem concerns tracking down those using...

Topical Issue Debate: Road Traffic Legislation (15 Jan 2015)

Robert Dowds: I thank the Ceann Comhairle for allowing me to raise this issue. Many people in my constituency - and, I am sure, in the Minister's constituency - are having to put up with excessive noise and nuisance as a consequence of the misuse of scrambler vehicles and other types of motorbike. The problem has been particularly acute since Christmas, when many such vehicles were given as presents....

Road Traffic (No.2) Bill 2014 [Seanad]: Second Stage (Resumed) and Subsequent Stages (18 Dec 2014)

Robert Dowds: I welcome the opportunity to speak on this Bill. I welcome the fact that the Minister has moved quickly to close the loophole in the penalty points legislation. If he had not, it would be a cause of embarrassment, especially if certain persons who had had serious breaches were driving around improperly. I will use my time to mention two issues that need to be raised and two changes to the...

Public Accounts Committee: Business of Committee (18 Dec 2014)

Robert Dowds: The issue I was most frustrated by was their unwillingness to discuss why there were so many restrictions on credit union lending, which is a very important issue because it holds back our economy by making it difficult for people who want small loans to get on with their business. I felt it was an important question and an obvious question that they might have expected.
