Louise O'Reilly: Phil Ní Sheaghdha, the general secretary of the Irish Nurses and Midwives Organisation, INMO, has described the trolley situation as escalating beyond crisis. September was the worst month this year. Last year, the winter initiative was not published until winter was well under way. We know winter is coming. I ask the Tánaiste to confirm it will be published before winter.
