Gerry Horkan: I dare say it is also in the hands of Senator McDowell.

Seanad: Order of Business (15 Nov 2018)

Gerry Horkan: Today almost all Members will be talking about Brexit. I pay credit to Michel Barnier and his team, the Government, the Minister for Foreign Affairs and Trade, who was in the Seanad last week for statements on Brexit, the Taoiseach and the representatives of all the parties, including Deputies Michael Martin, Chambers and Donnelly from my party. Senator Ned O'Sullivan recently took over the...

Gerry Horkan: I welcome the Minister of State, Deputy Doyle, back to the House. This item was to be taken at 12.45 p.m. It is not actually going to adjourn at 2 p.m. if not previously concluded. It will keep going on until we dispose of it. That is the apparent-----

Gerry Horkan: No, we will finish Committee Stage today as opposed to adjourning debate at 2 p.m. if we have not finished. The Judicial Appointments Commission Bill 2017 will be taken on the conclusion of No. 1 and will adjourn at 5 p.m. if not previously concluded. We are dealing with section 26. Amendment No. 7 was being discussed. Senator Ruane was in possession. We now have a couple of extra...

Seanad: Greyhound Racing Bill 2018: Committee Stage (Resumed) (15 Nov 2018)

Gerry Horkan: We have probably exhausted debate on these amendments unless the Minister of State has anything else to say?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Cost of Insurance Working Group Update: Discussion (15 Nov 2018)

Gerry Horkan: I thank the Minister of State for his opening remarks, which I studied carefully. Many points have been covered, but Senator Kieran O'Donnell is right about the lack of transparency, which is the most frustrating element for people. No one has yet told me that he or she has seen a 23% reduction in his or her premium. I have met people who have seen plenty of increases, though. I am happy...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Cost of Insurance Working Group Update: Discussion (15 Nov 2018)

Gerry Horkan: Other Departments do.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Cost of Insurance Working Group Update: Discussion (15 Nov 2018)

Gerry Horkan: It happens. Various Bills come from other Departments and are handled. Many people have problems with the Bill in question and there are many amendments to it. I have chaired far more hours of its consideration than I have spoken on it. I have only contributed approximately 15 minutes to it, as it is not my brief.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Cost of Insurance Working Group Update: Discussion (15 Nov 2018)

Gerry Horkan: The Minister of State can try to make that point - I am not saying otherwise - but it is for the Government to schedule business. If it wanted to schedule something else in advance of the Judicial Appointments Commission Bill, I am sure that could be done quickly with the agreement of others. For example, the Greyhound Racing Bill 2018 is being dealt with extremely quickly because it is a...

Gerry Horkan: Will the Department see that information on a company-by-company basis?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Cost of Insurance Working Group Update: Discussion (15 Nov 2018)

Gerry Horkan: The Department will discover whether, on an aggregated basis, 30% of claims are settled just to get rid of them, but it will not necessarily know which companies are the offenders.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Cost of Insurance Working Group Update: Discussion (15 Nov 2018)

Gerry Horkan: I do not want us just to place lots of faith in something. I want this to happen because it can be of benefit, but I am trying to establish - I presume those looking in want to know - what it will actually do. Is it just an interim analysis in order that the Government can implement other policies?
