Pat Gallagher: Let there be no ambiguity about it because this is very clear. An amendment which does not arise out of committee proceedings is out of order. The Deputy's amendment was not moved at committee and that is the only reason. If it was moved at committee, it may have been in order here. That is a longstanding tradition.
