Colm Burke: It relates to certain people who were not regarded as being on the specialist list, in the context of consultants. Amending legislation was put in place to allow them to join the specialist register but the regulation to allow that to happen has not been put in place. These are consultants who were appointed but are not regarded as being on the specialist register.

Colm Burke: No, I am referring to consultants who were employed by the HSE and with regard to whom we had to bring in amending legislation because, for various reasons, they did not qualify under the specialist registrar scheme. Some of them were filling positions for several years but had never been on the specialist register when they were then appointed as consultants.
