Joint Oireachtas Committee on Housing, Planning and Local Government: Prohibition of Micro-Plastics Bill 2016: Discussion (Resumed) (28 Mar 2018)

Seán Sherlock: I appreciate those comments. I recognise Mr. Harrington is speaking for the Minister here. However, we will have an opportunity to talk to the Minister directly about this as well and kick the tyres on his commitments. I will return briefly to the science again, just for a moment. The scientific rigour that has been applied here shows us that the research in an Irish context is nascent...

Joint Oireachtas Committee on Housing, Planning and Local Government: Prohibition of Micro-Plastics Bill 2016: Discussion (Resumed) (28 Mar 2018)

Seán Sherlock: Forgive me, does that mean more time is needed to design the legislation? If the legislation is to be designed in a robust way, does it need a stronger scientific and research basis? Is Dr. Nash stating that industry needs to be involved because the generators of these plastics need to be involved? Is she talking about a more holistic approach?

Joint Oireachtas Committee on Housing, Planning and Local Government: Prohibition of Micro-Plastics Bill 2016: Discussion (Resumed) (28 Mar 2018)

Seán Sherlock: To be helpful, I recognise that Dr. Nash is saying that it is too narrow and that microbeads, based on the evidence put forward from Nephrops norvegicus, were only something like 2% of the content and 75% was microfibres. That makes the legislative proposal before us here quite narrow. We could legislate for microbeads, but the point is we need legislation with much broader scope because,...

Joint Oireachtas Committee on Housing, Planning and Local Government: Prohibition of Micro-Plastics Bill 2016: Discussion (Resumed) (28 Mar 2018)

Seán Sherlock: As I am conscious of time and the format being used, I am happy to stop and come back in at the end of the process, with the Chairman's permission.

Joint Oireachtas Committee on Housing, Planning and Local Government: Prohibition of Micro-Plastics Bill 2016: Discussion (Resumed) (28 Mar 2018)

Seán Sherlock: As the originator of the Bill, the Deputy is correct in the sense that the initial mood of the Government and the speech that was distributed to us on the night of the Second Stage debate was in opposition to the Bill. There have been some discussions with the Minister, Deputy Coveney, to his credit and he decided subsequently to come on board. I think Deputy Barry is correct in that sense.

Joint Oireachtas Committee on Housing, Planning and Local Government: Prohibition of Micro-Plastics Bill 2016: Discussion (Resumed) (28 Mar 2018)

Seán Sherlock: I am again conscious of time. My Bill is very simple and it deals with a bespoke element of the entirety of the challenge - microbeads. I am very happy to change the title of my Bill to call it the prohibition of microbeads Bill 2016 or such. This is where the scientific research has been invaluable to us. It really explains to us just how large the scope is and the methodology that one...

Joint Oireachtas Committee on Housing, Planning and Local Government: Prohibition of Micro-Plastics Bill 2016: Discussion (Resumed) (28 Mar 2018)

Seán Sherlock: It does not go into the part that is consumed. It is important to state that for the record.

[13732/18]

Business Insurance: Motion [Private Members] (21 Mar 2018)

Seán Sherlock: I welcome and support the motion. It is now clear that it will be assented to by the majority of Members. The question to be asked is what action will be taken as a result of its passing because, increasingly, we are seeing motions being passed by the House but little or no action thereafter. The motion is very practical. It speaks to the concerns of business owners the length and breadth...

Joint Oireachtas Committee on Children and Youth Affairs: Tackling Childhood Obesity: W82GO! Weight Management Service (21 Mar 2018)

Seán Sherlock: I was very impressed by the submission because it gets to the nub of the issue and provides a set of recommendations that are easily digestible for generalists such as ourselves. I welcome the submission that has been provided here today. I tend to ask rapid-fire questions, if I may. The W82GO! team is a multidisciplinary one. How many multidisciplinary teams are in this country?

Seán Sherlock: Is the W82GO! team the only one?

Joint Oireachtas Committee on Children and Youth Affairs: Tackling Childhood Obesity: W82GO! Weight Management Service (21 Mar 2018)

Seán Sherlock: Why has the team not been replicated throughout the regions? Why must a child who presents in Cork, Kerry or Limerick travel to Temple Street Children's University Hospital in Dublin?

Joint Oireachtas Committee on Children and Youth Affairs: Tackling Childhood Obesity: W82GO! Weight Management Service (21 Mar 2018)

Seán Sherlock: If I understand what has been said correctly as a layman, is it appropriate that severe cases are referred to the centre of excellence in Temple Street Children's University Hospital? Yes. As a former Minister of State who had responsibility for research, I note the team has clinical leads and I seek to understand both the resourcing and the research element in this regard. The W82GO!...
