Mark Daly: I asked a question about the Irish International Immigrant Center and whether we had received a report on the incident that occurred in the summer. We asked for a report. Another issue that I raised was the Wider Horizons programme. Did we get a final report from the Department? When the Minister was here he said that he would send us the report on what happened in that incident.

Mark Daly: The parliamentary question is an entirely separate issue from the report that was made of the incident. We never got a copy of that. We asked for a copy and we were told that we would get it from the Minister.

This is a fairly specific issue in regard to councils issuing certificates of discharge and exemption so that people have certainty as to whether liability arises for non-principal private residences, in particular derelict properties. Mark Daly: The Minister's support would be more than welcome in the particular issue. I am sure he would be able to persuade the local authority in Kerry to issue the certificates. I understand there is no reason it cannot do so in advance of a sale. Mark Daly: I am pleased the Minister of State is offering to give lifts to people in Kerry if ever he happens to be passing through. I note the response in respect of the criteria being laid down by the Courts Service, which basically amounts to saying that if things such as holding cells, victim support facilities and consultation rooms are not in place, those courts are more likely to close....

Mark Daly: I will conclude on this point. The overall cost in terms of man hours and time used by the Garda and other professionals has not been taken into account. In fact, there are no savings. It is simply a question of more man hours being tied up sitting in courts far away from the Garda barracks.

The Courts Service has decided to close the courthouses in Kenmare, Cahersiveen, Killorglin and Dingle and has claimed it is a cost-saving measure.
