Paschal Donohoe: As the Deputy will be aware material prepared for Central Bank officials in preparation for their appearance at Oireachtas Committees or any other events are an internal matter for the Bank. Paschal Donohoe: The Local Property Tax (‘LPT’) legislation provides for the possibility of deferring the charge to LPT in certain circumstances to assist individuals who may have difficulty paying the tax. The property must be the sole or main residence of the liable person and his or her gross income must be below certain thresholds. A qualifying person may opt to defer, or partially defer,...

Written Answers — Department of Finance: Tax Reliefs (6 Apr 2022)

Paschal Donohoe: I am advised by Revenue that the VAT rating of goods and services is subject to EU VAT law, with which Irish VAT law must comply. In general, the VAT Directive provides that all goods and services are liable to VAT at the standard rate unless they fall within Annex III of the Directive, in respect of which Member States may apply either one or two reduced rates of VAT. Ireland, in line with...

Written Answers — Department of Finance: Tax Code (6 Apr 2022)

Paschal Donohoe: I propose to take Questions Nos. 38 and 39 together. Officials in my Department are currently reviewing the options now available to Ireland in setting VAT rates. This will include consideration of the new options available to Member States when setting VAT rates as well as the new limitations introduced on how reduced rates may be applied. Decisions about tax changes are generally taken in...

Paschal Donohoe: I propose to take Questions Nos. 40, 41 and 42 together. I am advised by Revenue that the Value Added Tax (Refund of Tax) (No 15) Order 1981 provides for the refund of VAT incurred on qualifying goods for the use of persons with a disability. The Order specifies the degree of disability and defines the qualifying goods as goods which are aids or appliances, including parts and accessories,...

Written Answers — Department of Finance: Tax Data (6 Apr 2022)

Paschal Donohoe: I am informed by Revenue that based on vehicle sales in 2021, adding a charge of €10 per additional kilogram over 1,800 kg to VRT category “A” type motor vehicles, excluding electric, hybrids and plug-in hybrids vehicles which are heavier than 1,800 kg, could raise an estimated €11.5m in additional taxes. This assumes no behavioural changes in vehicle acquisitions...

Written Answers — Department of Finance: Tax Data (6 Apr 2022)

Paschal Donohoe: I am aware that the European Commission has confirmed that EU member states can consider imposing temporary tax measures on windfall profits of energy providers and use the revenue generated to provide consumers with relief from high prices. Officials in my Department and the Department of the Environment, Climate and Communications are evaluating the potential for such a proposal. With...

Written Answers — Department of Finance: Covid-19 Pandemic Unemployment Payment (6 Apr 2022)

Paschal Donohoe: The Pandemic Unemployment Payment (PUP) was a social welfare payment for workers (employees and self-employed) who were out of work due to the COVID-19 pandemic. The taxation arrangements for the PUP, as legislated for in Finance Act 2020, reflected the standard approach to taxing social welfare type payments, which meant they were liable to income tax but exempt from the Universal Social...

Written Answers — Department of Finance: Tax Data (6 Apr 2022)

Paschal Donohoe: I am informed by Revenue that VAT returns do not require traders to separately identify specific product or service types. Therefore, there is no information available on which to estimate the costs that would arise from the proposed measures.

Select Committee on Finance, Public Expenditure and Reform, and Taoiseach: Finance (Covid-19 and Miscellaneous Provisions) Bill 2022: Committee Stage (6 Apr 2022)

Paschal Donohoe: I do not propose to make an opening statement as this is Committee Stage of the Bill. I flagged on Second Stage in the Dáil all the amendments that have been tabled.

Select Committee on Finance, Public Expenditure and Reform, and Taoiseach: Finance (Covid-19 and Miscellaneous Provisions) Bill 2022: Committee Stage (6 Apr 2022)

Paschal Donohoe: It might be helpful to the committee to give the current state of play in respect of EWSS. That will frame the answers I give to the Deputy. As he stated, we are now in the final stage of the exit from the EWSS. Most businesses will exit the scheme at the end of April and some businesses, mainly hospitality businesses that were affected by the 8 p.m. closing time, are due to exit at the...

Select Committee on Finance, Public Expenditure and Reform, and Taoiseach: Finance (Covid-19 and Miscellaneous Provisions) Bill 2022: Committee Stage (6 Apr 2022)

Paschal Donohoe: The main information we have is the employment figures for the fourth quarter of last year, which would not be relevant to the Deputy's question. The period for which figures will answer his question will be the first quarter of this year. We will not have those employment figures for a few more weeks. From anecdotal evidence and my engagement with a wide variety of employers, I have...

Select Committee on Finance, Public Expenditure and Reform, and Taoiseach: Finance (Covid-19 and Miscellaneous Provisions) Bill 2022: Committee Stage (6 Apr 2022)

Paschal Donohoe: I view it slightly differently to the Deputy's good self. What I believe is happening is that there are many jobs that were available before Covid and were not available over the 18 months of the dark days of the pandemic but that are now returning. They might not all be in exactly the same sectors, but there is no sign at all of job opportunity erosion happening within our economy. As...

Select Committee on Finance, Public Expenditure and Reform, and Taoiseach: Finance (Covid-19 and Miscellaneous Provisions) Bill 2022: Committee Stage (6 Apr 2022)

Paschal Donohoe: The Deputy raised two questions, the first of which has to do with who will receive the payment. I have a list with me regarding the forms of job that will be receiving the payment. It includes doctors, nurses, healthcare assistants, porters, cleaners, medical laboratory staff, health and social work professionals, swabbers, vaccinators, home carers who were carrying out duties contracted...

Select Committee on Finance, Public Expenditure and Reform, and Taoiseach: Finance (Covid-19 and Miscellaneous Provisions) Bill 2022: Committee Stage (6 Apr 2022)

Paschal Donohoe: I expect that, for most, it will be paid this month.

Select Committee on Finance, Public Expenditure and Reform, and Taoiseach: Finance (Covid-19 and Miscellaneous Provisions) Bill 2022: Committee Stage (6 Apr 2022)

Paschal Donohoe: Regarding the two duties that the Deputy mentioned, my understanding is that they are not included in the list currently. However, engagement is under way with the healthcare unions on the full list. I expect that all of the details of who will be receiving the payment and, I assume, the pro rata issue will be published later this week.
