- Joint Oireachtas Committee on Justice, Defence and Equality: European Union Regulations: Motion (10 Oct 2018)
Jim O'Callaghan: It is good to see the Minister of State back here. We do not see enough of him. Regulation 1393/2007 is a statutory instrument that provides for a transmitting agent, which is either the county registrar or the master to whom one applies. The intention of this proposal is to have one, centralised email address to which people apply. Is that its purpose?
- Joint Oireachtas Committee on Justice, Defence and Equality: European Union Regulations: Motion (10 Oct 2018)
Jim O'Callaghan: In terms of Regulation 1206/2001, it makes sense that we do video conferencing rather than bring people over to court but that regulation is dependent on having the facilities in courtrooms and we need to ensure that courtrooms throughout the country have video conferencing facilities available. I do not think that is the situation at present but that is something, if we are serious about...
- Joint Oireachtas Committee on Justice, Defence and Equality: Community Policing and Rural Crime: Discussion (Resumed) (10 Oct 2018)
Jim O'Callaghan: I thank the witnesses for appearing before the joint committee. In particular, I thank Assistant Chief Constable Todd for coming down. I will address questions to him first. Most people here will say what they want from the Garda is to see more gardaí on the beat and on the ground in the community. Does the same apply in Northern Ireland? Is that a useful use of resources or do...

- Joint Oireachtas Committee on Justice, Defence and Equality: Community Policing and Rural Crime: Discussion (Resumed) (10 Oct 2018)
Jim O'Callaghan: My next questions are for Assistant Commissioner Leahy. Operation Thor has been a significant success for An Garda Síochána and the public. Is the Garda confident it will be able to continue the operation in light of the reduction in overtime?
- Joint Oireachtas Committee on Justice, Defence and Equality: Community Policing and Rural Crime: Discussion (Resumed) (10 Oct 2018)
Jim O'Callaghan: I wish to comment on what Assistant Chief Constable Todd stated. Technology has made matters easier for criminals but it has also increased the capacity of police officers and the public to fight crime. Does the Garda have a local social media presence? I know the Garda Twitter and Facebook accounts do well but how is that progressing and how does it fit in with community policing?
- Joint Oireachtas Committee on Justice, Defence and Equality: Community Policing and Rural Crime: Discussion (Resumed) (10 Oct 2018)
Jim O'Callaghan: I am pleased to hear that because community policing is sometimes a motherhood-and-apple-pie concept: everyone is in favour of it but no one really knows what it is. Sometimes it can be vague. It is important to imbed it so that people can know exactly what community policing is. Then, when resources get undermined and reduced, it can stay there and remain unaffected by the vagaries of the...

- Civil Liability (Amendment) (Prevention of Benefits from Homicide) Bill 2017: Second Stage [Private Members] (4 Oct 2018)
Jim O'Callaghan: I thank the Minister of State and Deputies Mitchell and Butler for their contributions. Listening to Deputies Mitchell and Butler reminded me that, to a large extent, the main victims of the types of issues we are discussing are women. Unfortunately, in the vast majority of cases of death caused by spousal violence, it is men who end up killing women. If the family of a woman find...

- Civil Liability (Amendment) (Prevention of Benefits from Homicide) Bill 2017: Second Stage [Private Members] (4 Oct 2018)
Jim O'Callaghan: I move: "That the Bill be now read a Second Time." The Bill we are debating on Second Stage this evening seeks to amend the Civil Liability Act 1961 by putting a new Part into that Act. The new Part would set out a statutory mechanism that would have the effect of prohibiting people from inheriting assets from the estate of persons whom they have killed. In the law at present there is a...
