James Bannon: The first obvious problem with this Government is its policy. The Government does not appear to have any policy on housing. It is a type of piecemeal add-on from the time it came back into office. My colleague, Senator Hayes, spoke about the poor quality of housing, the lack of central heating and so on. The Government has no policy on refurbishing the local authority housing stock.
