Public Accounts Committee: 2020 Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 29 - Environment, Climate and Communications
National Broadband Plan Expenditure and Related Matters
(10 Feb 2022)

Matt Carthy: I have two questions, one of which is a follow-up question in regard to encroachment. Has money been paid to Eir, Enet or any other company for the use of their infrastructure in terms of the roll-out of the broadband plan and, if so, how much?

Public Accounts Committee: 2020 Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 29 - Environment, Climate and Communications
National Broadband Plan Expenditure and Related Matters
(10 Feb 2022)

Matt Carthy: The other question is a broad question in regard to the topical issue of building and construction inflation. Will that have any impact on the cost to the State? Can the contingency be drawn on for that purpose or is there another mechanism in place for NBI in the event that construction inflation continues to spiral?

Written Answers — Department of Agriculture, Food and the Marine: Agriculture Schemes (10 Feb 2022)

Matt Carthy: 183. To ask the Minister for Agriculture, Food and the Marine the reason for the delay in implementing the pilot soil sampling scheme; when the scheme will be completed; the impact the delay will have had on farmers who have spread lime, slurry or fertilizer; and the impact this will have on the scheme in 2022. [6891/22]

Competition (Amendment) Bill 2022: Second Stage (9 Feb 2022)

Matt Carthy: That is okay. I have made my five-minute speech anyway.

Competition (Amendment) Bill 2022: Second Stage (9 Feb 2022)

Matt Carthy: I welcome the fact the Bill has been brought before the House. It is not before time. Ireland is renowned for its failures to adequately tackle white-collar and corporate crime. We have seen in this House and in the public discourse how that plays out. A financial scandal is followed by some form of inquiry, usually a very lengthy one, but nobody ever seems to be held to account and then...

Ceisteanna ó Cheannairí - Leaders' Questions (9 Feb 2022)

Matt Carthy: That is because you do not understand them.

Written Answers — Department of Agriculture, Food and the Marine: Animal Sales (9 Feb 2022)

Written Answers — Department of Agriculture, Food and the Marine: Agriculture Industry (9 Feb 2022)

Matt Carthy: 178. To ask the Minister for Agriculture, Food and the Marine if animals brought to a mart, unsold and returned to a farm incur a movement under the four-movement rule; if so, the reason for same; and if he will make a statement on the matter. [6924/22]

Joint Oireachtas Committee on Agriculture, Food and the Marine: Hedgerows, Carbon and Biodiversity: Hedgerows Ireland (9 Feb 2022)

Matt Carthy: I wish to talk about the Monaghan project. I often explain in this committee and others that Monaghan is strange, even in agricultural terms. Traditionally, our holdings were very small, which made them unprofitable, which in turn has meant that farmers have largely moved into areas such as poultry or mushrooms, which are very intensive and considered environmentally damaging. However, if...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Hedgerows, Carbon and Biodiversity: Hedgerows Ireland (9 Feb 2022)

Matt Carthy: When Ms Clerkin says "gappiness", she mean gaps in the-----

Joint Oireachtas Committee on Agriculture, Food and the Marine: Hedgerows, Carbon and Biodiversity: Hedgerows Ireland (9 Feb 2022)

Matt Carthy: That is what I was going to ask. Ms Clerkin mentioned over-management. I presume that she was referring to cutting the hedgerow back-----

Joint Oireachtas Committee on Agriculture, Food and the Marine: Hedgerows, Carbon and Biodiversity: Hedgerows Ireland (9 Feb 2022)

Matt Carthy: When Ms Clerkin mentioned under-managment, was she referring to the issue of poaching? I presume that a hedge is left there and it is not being cut by domestic animals or humans, it is a good thing.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Hedgerows, Carbon and Biodiversity: Hedgerows Ireland (9 Feb 2022)

Matt Carthy: As somebody who is involved in a local authority, perhaps Ms Clerkin is well placed to answer the following general question. In terms of State-owned lands, including local authority lands, is she satisfied there are adequate strategies in place to use those lands for these type of projects? I am often struck by land that is serving no purpose and is not used by the public but is perfectly...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Hedgerows, Carbon and Biodiversity: Hedgerows Ireland (9 Feb 2022)

Matt Carthy: The one thing that will be thrown back at anybody who is engaging with farmers is the assertion that the farmers received State money to take out hedges and they are now being asked to put them back in. I suppose it is an example of the long-term damage done by ill thought-out policies. It has been outlined fairly well, but in terms of the actual mechanics of paying people for sequestering...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Draft Common Agricultural Policy Strategic Plan 2023-2027: Discussion (9 Feb 2022)

Matt Carthy: Sincere apologies but I missed quite an amount of the meeting. I will try not to repeat what others have said already. I will start by sincerely thanking our guests for being here and for the work they do. It is important that the need for conservation, biodiversity and alternative ways of doing things is articulated at committees like this and in society at large, regardless of whether...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Hedgerows, Carbon and Biodiversity: Hedgerows Ireland (9 Feb 2022)

Matt Carthy: It is great to have our guests here. They are very welcome. Dr. Moore has scrubbed up well since we last met on a wet, miserable day in the Chairman's constituency. It is good to see Ms Clerkin as passionate as ever about her areas of interest. I am excited about this conversation because I think there is great potential to address many of the challenges the committee deals with if we get...
