The Minister will be called on to reply to the debate. I welcome the Minister to the House. This is the first legislation of this Dáil and Seanad.

Mark Daly: Amendment No. 4 has been ruled out of order as it is in conflict with the principle of the Bill. Amendments Nos. 5 and 6 have been ruled out of order. Amendment No. 7 has also been ruled out of order as not relevant to the subject matter of the Bill. Amendments Nos. 8 and 9 have been ruled out of order as not being in accordance with Article 46.2 of the Constitution.
