Sinéad Gibney: Related to that, how are we able to ensure workers' rights are respected by organisations in receipt of State funding that are not under the aegis of the State? Plenty of members of the committee are aware that there are many issues with those bodies that still need to be dealt with but obviously there is even less scrutiny or oversight of bodies that are not under the aegis of the State.
