Seanad: Coroners (Amendment) Bill 2005: Committee and Remaining Stages. (15 Dec 2005)

Fergal Browne: Are we on amendment No. 1?

Seanad: Coroners (Amendment) Bill 2005: Committee and Remaining Stages. (15 Dec 2005)

Fergal Browne: May I speak on amendmentNo. 1, even though it is out of order?

Seanad: Coroners (Amendment) Bill 2005: Committee and Remaining Stages. (15 Dec 2005)

Fergal Browne: I thought one could speak on an amendment even though it was out of order.

Seanad: Coroners (Amendment) Bill 2005: Committee and Remaining Stages. (15 Dec 2005)

Fergal Browne: It must have been a ruling made by a different Chairman.

Seanad: Coroners (Amendment) Bill 2005: Committee and Remaining Stages. (15 Dec 2005)

Fergal Browne: I move amendment No. 2: In page 3, between lines 8 and 9, to insert the following: "(b) by the insertion of the following new section after section 32: 32A—There shall be a duty on a coroner to include any notifiable diseases, as provided for under the Infectious Diseases (Amendment) (No. 3) Regulations 2003, on the verdict of any inquest he shall sign under section 32 of this Act." This...

Seanad: Coroners (Amendment) Bill 2005: Committee and Remaining Stages. (15 Dec 2005)

Fergal Browne: I hope it will be introduced next year.

Seanad: Coroners (Amendment) Bill 2005: Committee and Remaining Stages. (15 Dec 2005)

Fergal Browne: I thought the Minister was about to give us the election date. Different agencies should pool information. We have seen examples of where the Department of Social and Family Affairs does not inform the Revenue Commissioners of information it holds and, as a result, people get caught out. People need to be given the full picture about MRSA, which is a serious problem in our hospitals.

Seanad: Coroners (Amendment) Bill 2005: Committee and Remaining Stages. (15 Dec 2005)

Fergal Browne: It is, since 1994.

Seanad: Care of the Elderly: Motion. (14 Dec 2005)

Fergal Browne: Solely in Dublin and Cork.

Seanad: Care of the Elderly: Motion. (14 Dec 2005)

Fergal Browne: I move amendment No. 1: To delete all words after "Seanad Éireann" and substitute the following: "notes the Government's recent package for the elderly, recognising the need for improved community and home based supports and welcoming any improvements to services for the elderly; condemns the Government for failing to: —deal with the issue of repaying monies to elderly people who were...

Seanad: Care of the Elderly: Motion. (14 Dec 2005)

Fergal Browne: I accept that. However, the impression was given that the entire €150 million would be spent next year.

Seanad: Care of the Elderly: Motion. (14 Dec 2005)

Fergal Browne: Based on the results of recent local and by-elections, Fine Gael will be in power next year. This figure should be considered in comparison with the moneys spent on PPARS, which has cost the taxpayer more than €200 million to date. The provision for the carer's allowance is comparable to the reduction in betting tax. It is important to put matters in context to get an overall impression....

Seanad: Care of the Elderly: Motion. (14 Dec 2005)

Fergal Browne: What about a nursing home inspector and the nursing home refunds?

Seanad: Care of the Elderly: Motion. (14 Dec 2005)

Fergal Browne: For the year.

Seanad: Order of Business. (14 Dec 2005)

Fergal Browne: I agree with previous speakers on the issue of accident and emergency services. It is shocking that men who present at accident and emergency departments have consumed an average of 15 drinks and women 11 drinks. The statistics are worse for younger ages. It is unacceptable for people to spend over €100 consuming vast quantities of alcohol and expect the health services to bail them out...

Seanad: Schools Building Projects. (13 Dec 2005)

Fergal Browne: I welcome the Minister to the House. It is his second time taking an Adjournment matter on education from me. I will not complain this time. On the last occasion, I was quite irate about the treatment of the Carlow autism group, which I am pleased has been resolved. This issue is clear-cut. The Minister will be well aware of the Carlow vocational school in the Kilkenny Road. While the...

Seanad: Schools Building Projects. (13 Dec 2005)

Fergal Browne: I forgot to mention that Carlow vocational school in involved in the delivery of a number of PLC courses. I was amazed to learn yesterday that it has the largest number of PLC students in the country. I forget the exact number involved. Those students are currently accommodated in prefabs at the back of the main building.I urge the Minister to use his influence in the Department of Education...

Seanad: Irish Medicines Board (Miscellaneous Provisions) Bill 2005: Report and Final Stages. (8 Dec 2005)

Fergal Browne: I move amendment No. 5: In page 36, line 4, after "charge" to insert ", including dental health,". The inclusion in the legislation of provision for free dental care for children in primary school is interesting. I am aware that amendments Nos. 6 and 7 have been ruled out of order, but with your permission, a Chathaoirligh, I might cover that topic now, if possible, because they are linked in...

Seanad: Irish Medicines Board (Miscellaneous Provisions) Bill 2005: Report and Final Stages. (8 Dec 2005)

Fergal Browne: The amendment seeks to insert the words "including dental health" because primary school children require proper dental health facilities. I was surprised by this section as I was not aware that dental health came within the remit of the Bill. I will leave it at that and will speak later on amendments Nos. 6 and 7 that were ruled out of order.

Seanad: Irish Medicines Board (Miscellaneous Provisions) Bill 2005: Report and Final Stages. (8 Dec 2005)

Fergal Browne: As the Minister of State has correctly pointed out, it is happening anyway and children in primary schools are being examined for dental health purposes. My amendment sought to include such a provision in the Bill once and for all. The term "health examination" is very vague — it could mean taking blood pressure, as well as aural, oral or optical tests. Since it is happening anyway, it...
