Michael McNamara: As I understood it, the referendum was an enabling clause that the State may ratify. Is there anything to prevent a future Government led by Deputy Pearse Doherty or somebody else from rescinding the treaty and repealing this legislation? There is much talk about democracy and lack of democracy. Surely it is a matter for future Governments to rescind or change any Finance Act if it chooses to.
