Hildegarde Naughton: My understanding of the process is that it is up to the Government to give a reasoned opinion on whether to grant a money message or not. That is what I have received here. The Government gives a reasoned opinion on that.

Hildegarde Naughton: That is the normal procedure as I understand it and as I have received in writing with regard to a money message being granted or not. If it is not, a reasoned opinion will be given. If it is, it is granted and the Government will issue that.
