Joint Oireachtas Committee on Health: National Cancer Strategy: Discussion (13 Mar 2019)

Alan Kelly: Joking.

Joint Oireachtas Committee on Health: National Cancer Strategy: Discussion (13 Mar 2019)

Alan Kelly: Mr. Conroy has no idea of the future funding percentages.

Joint Oireachtas Committee on Health: National Cancer Strategy: Discussion (13 Mar 2019)

Alan Kelly: I am not asking for specifics. As regards prioritisation in the Department, will we see an increase?

Joint Oireachtas Committee on Health: National Cancer Strategy: Discussion (13 Mar 2019)

Alan Kelly: I accept that. It is not an issue. What about the process?

Joint Oireachtas Committee on Health: National Cancer Strategy: Discussion (13 Mar 2019)

Alan Kelly: Let us say the amount spent on trials.

Joint Oireachtas Committee on Health: National Cancer Strategy: Discussion (13 Mar 2019)

Alan Kelly: I have three final questions. I know the Chairman is trying to manage time and it has been a long day. What is the average time for reimbursement for oncology drugs versus the EU average? I ask this because of evidence given here by Mr. Shaun Flanagan some months ago. There seems to be a process whereby we hold out to get a better deal. That is one thing, but obviously time is of the...

Joint Oireachtas Committee on Health: National Cancer Strategy: Discussion (13 Mar 2019)

Alan Kelly: I specifically referred to oncology drugs.

Joint Oireachtas Committee on Health: National Cancer Strategy: Discussion (13 Mar 2019)

Alan Kelly: It is not just about projects not happening but also about "re-profiling", which is a famous term used by the Government. It basically means pushing it down the road. None of this is going to happen with any projects on the cancer side.

Joint Oireachtas Committee on Health: National Cancer Strategy: Discussion (13 Mar 2019)

Alan Kelly: That is not an answer, to be fair. For Dr. Coffey to say he has heard no suggestion is not to say it is not going to happen. Who would suggest it? Surely Dr. Coffey would know.

Joint Oireachtas Committee on Health: National Cancer Strategy: Discussion (13 Mar 2019)

Alan Kelly: I thank Dr. Coffey for that. I have a final question on NCRI. The issues were not at that end but at Mr. Coffey's end, I am sorry to say. It was seriously alarming. Dare I say it, but only for Vicky Phelan we would still not have known about this. Probably within NCRI, but particularly within the HSE, the lack of awareness was frightening. I hope that has all been dealt with to ensure...

National Children's Hospital: Motion [Private Members] (12 Mar 2019)

Alan Kelly: On a night where we have seen complete chaos in Britain in respect of how an omnishambles can be created, by comparison, this is similarly an omnishambles, which has been going on for a period. The idea of building a children's hospital has been mooted for decades. The process can be traced back to 1993 when the Royal College of Physicians of Ireland made its recommendation; that was 26...

Written Answers — Department of Health: National Treatment Purchase Fund Waiting Times (12 Mar 2019)

Alan Kelly: 270. To ask the Minister for Health the criteria for treatment under the NTPF for public patients seeking wisdom tooth removal or impacted teeth removal; and if he will make a statement on the matter. [11511/19]

Written Answers — Department of Health: National Treatment Purchase Fund Waiting Times (12 Mar 2019)

Alan Kelly: 271. To ask the Minister for Health the waiting times under the NTPF for patient access to wisdom tooth removal or impacted teeth removal; his views on whether the exclusion of accredited specialists from providing this service is causing another significant delay for this cohort of patients (details supplied); and if he will make a statement on the matter. [11512/19]

Public Accounts Committee: Business of Committee (7 Mar 2019)

Alan Kelly: There are two aspects to this issue and they have been touched on already. The first is that, as a committee, we cannot invite somebody such as the head of Government procurement here and expect him to come. That is news to me. I accept what has been said but we need to change that situation.

Public Accounts Committee: Business of Committee (7 Mar 2019)

Alan Kelly: It is bizarre. This meeting is being watched by the public. The Committee of Public Accounts cannot ask questions of the person who sat on the board and who is the head of public procurement in Ireland.

Public Accounts Committee: Business of Committee (7 Mar 2019)

Alan Kelly: Wait for one second. According to what the Chair said-----

Public Accounts Committee: Business of Committee (7 Mar 2019)

Alan Kelly: -----we cannot ask him questions any day where his Secretary General decides that person does not have to come to the meeting. That is not right. There is something wrong in the rules if that is the interpretation. We are going to have to change the rules because that is not transparency. I know Mr. Watt well since he worked with us in Government previously. We will ask him many...

Public Accounts Committee: Business of Committee (7 Mar 2019)

Alan Kelly: We have one arm tied behind our back. This is a real issue. Regarding the work we are meant to do today, and I presume the Joint Committee on Finance, Public Expenditure and Reform, and Taoiseach will be getting the same steer, we will not be able to get into the level of detail that we to, on behalf of the taxpayer, regarding the spending of hundreds of millions of euro. That is the first...

Public Accounts Committee: Business of Committee (7 Mar 2019)

Alan Kelly: We found out today that, as a committee, we cannot ask somebody such as the head of public procurement to this committee. If we asked one thousand times and were told "no" each time, then that is it. There is nothing we can do about that. We need to change the rules. That is the first thing.

Public Accounts Committee: Business of Committee (7 Mar 2019)

Alan Kelly: My second point is that the Secretary General, Mr. Watt, wrote to this committee and stated that he, as Accounting Officer, would decide who comes with him. That is fine. I have no issue with that. That was some weeks ago. It goes beyond what is reasonably fair, or the right way in which to act, to send a letter the night before a meeting. We are after spending a long time preparing and...
