Maurice Cummins: I welcome the Minister's comments and I appreciate the difficulties involved. We do not wish to obstruct mutual assistance in any way but safeguards should be incorporated, if possible, within the legislation. I look forward to the Minister's proposal in this regard on Report Stage, although I do not know whether that will be possible. Hopefully, something can be done to address the amendments.
