Seanad: Order of Business. (10 May 2006)

Maurice Cummins: I raised the issue of Garda vehicles not being subject to NCT tests in the House on numerous occasions. That situation continues. Regarding Garda resources, questions arise on the use of anti-stab vests and proper radio systems. The Garda Síochána is not properly resourced, despite being told on numerous occasions it is receiving more funding than ever. Those are just three areas in which...

Seanad: Order of Business. (10 May 2006)

Maurice Cummins: That is the reason they are so frustrated. I do not agree with the Garda being involved in the political arena under any circumstances, but I can understand its frustration when it is told one thing by a Minister but that Minister goes behind its back and says something different.

Seanad: Criminal Justice (Mutual Assistance) Bill 2005: Report and Final Stages. (10 May 2006)

Maurice Cummins: I second the amendment. Amendments Nos. 7, 8 and 11 relate to section 8 of the Interception of Postal Packets and Telecommunications Messages (Regulation) Act 1993. There is an important safeguard in that Act that allows a designated judge of the High Court to investigate authorisations and inspect any official documents relating to an authorisation or its application. The Minister said that...

Seanad: Criminal Justice (Mutual Assistance) Bill 2005: Report and Final Stages. (10 May 2006)

Maurice Cummins: I second the amendment. I support the right to cross-examine and am interested in hearing what the Minister has to say on that.

Seanad: Order of Business. (3 May 2006)

Maurice Cummins: It is welcome that Bus Éireann and Dublin Bus plan to spend more than €16 million on new buses. However, it is a disgrace that none of these buses will be wheelchair accessible, even though the supplier can provide accessible vehicles. Given that 70% of New York's public transport system is wheelchair accessible, it is ridiculous that we are not buying wheelchair accessible buses. I ask...

Seanad: Order of Business. (27 Apr 2006)

Maurice Cummins: The Senator is quoting again.

Seanad: Registration of Deeds and Title Bill 2004 [Seanad Bill amended by the Dáil]: Report and Final Stages. (27 Apr 2006)

Maurice Cummins: We agree with these amendments because they are sensible and plug the loopholes in the legislation. We agree that backdating is necessary.

Seanad: Registration of Deeds and Title Bill 2004 [Seanad Bill amended by the Dáil]: Report and Final Stages. (27 Apr 2006)

Maurice Cummins: We agree with these amendments. The Minister took on board a number of sensible suggestions made in the other House, for which I applaud him.

Seanad: Registration of Deeds and Title Bill 2004 [Seanad Bill amended by the Dáil]: Report and Final Stages. (27 Apr 2006)

Seanad: Registration of Deeds and Title Bill 2004 [Seanad Bill amended by the Dáil]: Report and Final Stages. (27 Apr 2006)

Maurice Cummins: I agree to these amendments. From a practitioner's point of view, it is important that these issues are clarified. The matter of qualified status has been discussed for a long time. While the amendments are modest, they will be important for all practitioners in this area.

Seanad: Registration of Deeds and Title Bill 2004 [Seanad Bill amended by the Dáil]: Report and Final Stages. (27 Apr 2006)

Maurice Cummins: There are a number of amendments in this group. As the Minister outlined, they are mainly technical and complex but simplify the situation and adapt the legislation to modern practice. We agree with the amendments.

Seanad: Registration of Deeds and Title Bill 2004 [Seanad Bill amended by the Dáil]: Report and Final Stages. (27 Apr 2006)

Maurice Cummins: The safeguards for vulnerable people are absolutely necessary and the move towards e-conveyancing is undoubtedly important and ground-breaking. It moves our system closer to those operated by our European neighbours, where the process of buying a house is much simpler and faster. We wish to reach such a position here, particularly in this age of increased technology and instant monetary...

Seanad: Registration of Deeds and Title Bill 2004 [Seanad Bill amended by the Dáil]: Report and Final Stages. (27 Apr 2006)

Maurice Cummins: I compliment the Minister on introducing this long overdue legislation. I also compliment the officials involved on the great amount of work that has gone into this extremely technical and complex Bill. While I was about to express the hope that it would be the first in a series of Bills to bring our law to the point at which it should be with regard to this area, I was glad to hear the...

Seanad: Order of Business. (26 Apr 2006)

Maurice Cummins: In its legislative programme, the Government seems to have abandoned plans to introduce a new gaming and lotteries Bill which would amend the completely outdated 1956 Act. In 2000, an interdepartmental group made a number of excellent recommendations. It is a pity this report is gathering dust as the Government does not seem to be doing anything about it. Recently, the Minister for Justice,...

Seanad: Criminal Law (Insanity) Bill 2002 [Seanad Bill amended by the Dáil]: Report and Final Stages. (6 Apr 2006)

Maurice Cummins: I join Senator Kett in thanking the Minister of State for his explanations of the amendments which were made in the Dáil. I thank his officials too. This legislation, which will bring us into the 21st century, is absolutely necessary. The language that was used in previous Acts has long since fallen out of practice and should not be mentioned nowadays. It is welcome that this Bill will bring...
