Kieran O'Donnell: My final question is for West on Track. Mr. Mulligan said it is far more expensive to provide a greenway beside the existing track. Would it reduce the cost if a greenway was to be provided now, using the existing track as a temporary measure, but not in such a way as to prevent the rail line being upgraded, and as soon as that were to happen the greenway would move from point A to point B?
