Timmy Dooley: We thought we were into a phase where the Department would engage constructively with parliamentarians who are attempting to do their duties. To be handed a document such as this one a couple of minutes before the witnesses come before us is unsatisfactory. I will not labour the point because everybody wants to get through. It is unacceptable, but for the benefit of brevity, let us move on.
