Seanad: Commission of Investigation (Certain Matters relative to An Garda Síochána and other persons) Order 2014: Motion (16 Apr 2014)

Mark Daly: The Senator cannot be serious.

Seanad: Commission of Investigation (Certain Matters relative to An Garda Síochána and other persons) Order 2014: Motion (16 Apr 2014)

Mark Daly: I thank the Taoiseach for coming to the House. When he took office, he promised a democratic revolution. He also promised transparency. He was going to learn from the mistakes of the past, reinvent the country and make a covenant with the people to tell them the truth. Did the Secretary General telephone the Commissioner on the Tuesday morning and ask him to reflect on his position? I...

Seanad: Commission of Investigation (Certain Matters relative to An Garda Síochána and other persons) Order 2014: Motion (16 Apr 2014)

Mark Daly: If the Senator had the same level of communication, he would not be Government Whip for much longer. In respect of the democratic revolution, it seems the whistleblowers are punished, not protected by the Minister for Justice and Equality. We have spin but not substance.

Seanad: Commission of Investigation (Certain Matters relative to An Garda Síochána and other persons) Order 2014: Motion (16 Apr 2014)

Mark Daly: I thank the Cathaoirleach for the protection against the Government Whip. Kerrymen can be quite tough on each other. In the first four months of this year four Bills have been passed. At that rate of going, we will pass 12 Bills in the entire year. Does that sound like a democratic revolution? Perhaps the next person on whom the Taoiseach should focus is the Chief Whip in the other House....

Seanad: Commission of Investigation (Certain Matters relative to An Garda Síochána and other persons) Order 2014: Motion (16 Apr 2014)

Mark Daly: We question the terms of reference in getting to the truth of the issue of a Garda Commissioner being asked to consider his position. Who applied the pressure and when?

Seanad: Commission of Investigation (Certain Matters relative to An Garda Síochána and other persons) Order 2014: Motion (16 Apr 2014)

Mark Daly: I thank the Cathaoirleach for his assistance in making sure Senator Paul Coghlan-----

Seanad: Commission of Investigation (Certain Matters relative to An Garda Síochána and other persons) Order 2014: Motion (16 Apr 2014)

Mark Daly: I thank the Cathaoirleach and the Senator for his valuable contribution. I would like him as Whip to reflect on the democratic revolution - four Bills in four months is simply not good enough.

Seanad: Electoral (Amendment) (No. 2) Bill 2014: Second Stage (16 Apr 2014)

Mark Daly: I support this Bill and the change to the electoral laws that disallowed a bankrupt to be a Member of Parliament. As the Minister pointed out, that disqualification was removed for local authority elections some time ago and is an anomaly in the EU in this regard. Whereas bankruptcy could end in the debtors’ prison, society has moved on in its views on bankruptcy. We have 100,000...

Seanad: Order of Business (1 Apr 2014)

Mark Daly: I second Senator Darragh O'Brien's amendment to the Order of Business to bring the Attorney General before the House.

Seanad: Order of Business (1 Apr 2014)

Mark Daly: I support my colleague on the issue because the Attorney General has many more questions to answer than the former Garda Commissioner. She has been sitting at the Cabinet table since 11 November. She has been sitting next to the Minister for Justice and Equality and the Taoiseach who was disturbed by what he had learned last Sunday night week and decided to ask for the Commissioner's head-----

Seanad: Order of Business (1 Apr 2014)

Mark Daly: -----yet she appears to have no questions to answer and the former Garda Commissioner has paid for it with his job.

Seanad: Order of Business (1 Apr 2014)

Mark Daly: If the Government and the Taoiseach are to be consistent on this issue, the Attorney General should also be gone and asked to consider her position. Why is there no disquiet at the Cabinet about the Attorney General who knew as much as the Commissioner? One of them has paid for it with his job. I previously asked the Leader about the human tissue Bill, on which we had a debate last August...

Seanad: Order of Business (26 Mar 2014)

Mark Daly: I wish to be associated with the comments regarding the late Deputy and former Senator, Nicky McFadden. Her death is a sad loss to these Houses and to public life, but above all to her family. I second the amendment to the Order of Business that the Attorney General come before the House today, as is allowed for under Standing Order 56, to clarify what is going on within the Department of...

Seanad: Order of Business (4 Mar 2014)

Mark Daly: Yes.

Seanad: Order of Business (4 Mar 2014)

Mark Daly: I will send the information to the Leader. They are from the ESRI.

Seanad: Order of Business (4 Mar 2014)

Mark Daly: Senator Coghlan is not taking into account those who have emigrated.

Seanad: Order of Business (4 Mar 2014)

Mark Daly: Is that a question?

Seanad: Order of Business (4 Mar 2014)

Mark Daly: The amendment proposes that Nos. 7 and 8 be taken after the Order of Business.

Seanad: Order of Business (4 Mar 2014)

Mark Daly: I propose that No. 7 be taken after the Order of Business. One of my colleagues will propose the second amendment. This issue is linked to the human tissue Bill, which I raised previously with the Leader. The Minister of State at the Department of Health, Deputy Alex White, gave a commitment that the Bill would come before the House before the end of 2013. It does not feature on the Order...

Seanad: Order of Business (4 Mar 2014)

Mark Daly: We are all concerned about the ongoing conflict and human rights abuses in Ukraine. The EU has a less than laudable record when it comes to dealing with conflict on and near its borders. We hope that democracy and diplomacy will prevail on this occasion. I welcome the debate today on job creation, but I would like it to be linked to the issue of emigration. We know that of the 89,000...
