Seanad: Earthquake Relief. (16 Nov 2005)

Joanna Tuffy: I thank the Minister of State for the details of the general scheme in place. There is a need for a particular response, whether through the scheme mentioned or otherwise, that ensures that as many of the doctors as possible who are from the region of Kashmir would return and participate in the relief efforts there.

Seanad: Juvenile Offenders: Motion. (16 Nov 2005)

Joanna Tuffy: I move: That Seanad Éireann calls on the Government to urgently implement the measures needed to effectively tackle juvenile crime and to prevent offending and re-offending by children and young people at risk of offending by ensuring appropriate measures including the following: —the bringing into force of the remaining provisions of the Children Act 2001; —a detailed plan with the...

Seanad: Juvenile Offenders: Motion. (16 Nov 2005)

Joanna Tuffy: This issue, which has existed for the past 30 years, concerns children's rights and their unique position within the justice system. Current policy is at odds with the opinion of the previous Minister for Justice, Equality and Law Reform, Deputy O'Donoghue, who felt it contradictory to pass legislation which emphasised rehabilitation and deterrence over retribution if children aged between...

Seanad: Refugee Status. (9 Nov 2005)

Joanna Tuffy: I seek an update from the Minister for Justice, Equality and Law Reform on the application by a person, whose details I have supplied, for leave to remain in Ireland on humanitarian grounds, including the person's medical condition. While I do not propose to dwell on the woman in question's medical condition, the Department will have access to the relevant information, including that she...

Seanad: Registration of Wills Bill 2005: Second Stage. (9 Nov 2005)

Joanna Tuffy: I welcome this initiative. I thought it was a good idea when Senator Leyden first raised it in the House. However, he went further and took the trouble to draft a Bill, which is very welcome. The Minister appeared to put this matter on the long finger when he said much work must be done to modernise the entire process and that consultation would be required on the Bill. However, relatively...

Seanad: Registration of Wills Bill 2005: Second Stage. (9 Nov 2005)

Joanna Tuffy: I thought it was the late Brian Lenihan.

Seanad: Registration of Wills Bill 2005: Second Stage. (9 Nov 2005)

Joanna Tuffy: While it is good legislation, it needs to be reviewed and updated. Safeguards are in place if an individual dies without leaving a will. I am concerned that when an individual registers a will, he or she may be more reluctant to change it later. One role of a solicitor is to advise clients on the importance of frequently reviewing their wills. Two years after drawing up a will, family...

Seanad: Order of Business. (9 Nov 2005)

Joanna Tuffy: I draw the Leader's attention to a nationwide poll on child care featured in today's Irish Examiner. As the mother of a young child, whose partner minds our child in the home, I identify strongly with this issue. The poll finds that in a high percentage of families, one parent cares for children in the home. Another significant finding is that four out of ten couples with two children believe...

Seanad: Order of Business. (9 Nov 2005)

Joanna Tuffy: What is needed is the election of a new Government.

Seanad: Order of Business. (2 Nov 2005)

Joanna Tuffy: I support Senator Feighan's comments about the west being left out of Transport 21. It makes me think that Fianna Fáil assumes its seats in the west are safe. By contrast, the party must be very worried about its vote in Lucan because we are getting the Luas, metro and a train service all at once.

Seanad: Order of Business. (2 Nov 2005)

Joanna Tuffy: However, that does not wash with me and will not wash with the voters.

Seanad: Order of Business. (2 Nov 2005)

Joanna Tuffy: A project announced for completion in Lucan this year was relabelled and re-announced for five years hence in yesterday's plans.

Seanad: Adoptive Leave Bill 2004 [Seanad Bill Amended by Dáil]: Report and Final Stages. (25 Oct 2005)

Joanna Tuffy: I welcome this Bill and support the comments made by the other Senators, as well as the aims of the legislation. The Minister of State, in accepting one of the amendments, moved in the direction of flexibility. There must be more options for parents, be they adoptive parents or otherwise. This would be good for both family life and employers, as employees with flexibility in their work would...

Seanad: Adoptive Leave Bill 2004 [Seanad Bill Amended by Dáil]: Report and Final Stages. (25 Oct 2005)

Joanna Tuffy: I welcome this change. I remember the discussion we had in the Seanad and although the Minister did not accept the amendment then I am obliged that it was accepted in the Dáil. It would have been better to accept it in this House. The fact that we had such a long discussion about it probably influenced the Minister in his final decision. I welcome the amendment.

Seanad: Order of Business. (25 Oct 2005)

Joanna Tuffy: Yes.

Seanad: Order of Business. (25 Oct 2005)

Joanna Tuffy: As a Lucan-based representative I express my sympathy to Liam Lawlor's wife and his children on their sad loss. Mr. Lawlor was a very courteous and likeable person to me and other public representatives. I have often come across constituents on whose behalf he dealt with an issue and who found him very efficient. He had a reputation of being a hard worker in the constituency. That said,...

Seanad: Early Childhood Education: Statements (Resumed). (5 Oct 2005)

Joanna Tuffy: Senator O'Rourke referred to the debate over whether it is better for children to have their mother at home or working. Saying that it is good for the child to have the mother at home can be taken as a criticism of working mothers. The debate should not be about all or nothing. As a State, we should try to promote and facilitate a flexible approach so that a person can do both at the same...

Seanad: Garda Investigations: Motion. (28 Sep 2005)

Joanna Tuffy: Along with my colleague, Senator Ryan, I fully support this motion. I sympathise with the family on their loss and I commend them on their bravery in pursuing this case. There are not many people in our society who are prepared to put their head above the parapet in this way, but the Rafferty and McCartney families have. When they do that, we all benefit and democracy benefits. Deputy Quinn...

Seanad: Garda Síochána Bill 2004 [Seanad Bill amended by the Dáil]: Report Stage (Resumed) and Final Stage. (30 Jun 2005)

Joanna Tuffy: There are many positive measures in this Bill. Unfortunately, my colleagues had to vote against it as there were fundamental matters that were not dealt with. These include an independent Garda authority and a single ombudsman.

Seanad: Garda Síochána Bill 2004 [Seanad Bill amended by the Dáil]: Report Stage (Resumed) and Final Stage. (30 Jun 2005)

Joanna Tuffy: I understand that and I was not going to elaborate on those points. If one wanted to tackle the matters raised by the Morris report——
