Brian Stanley: Following on from Deputy O'Connor's question, can Mr. Hogan clarify whether, when the OPR steps in, it is the final arbitrator? Can it override the decision of the members of the local authority? I do not want to go into it all here but, in my time, the democratic aspect of local authority has been gutted. Planning is just one area. Is the decision of the regulator final and can it...

- Public Accounts Committee: An Bord Pleanála - Financial Statements 2021 (27 Apr 2023)
Brian Stanley: I wanted to clarify that. I have a couple of questions for Mr. McGarry regarding the board. It will have 15 members. Up until fairly recently, under statutes of the House, different interest groups had to be represented on the board. Different bodies had a right to appoint to the board, including An Taisce and other groups. Will Mr. McGarry briefly outline what was the situation? If 12...

Brian Stanley: I do not want to use up the time; do not go through the whole thing. Those different bodies were represented, including An Taisce, architects or whoever. What is the situation now? I am sure the people that are there have a hard job to do and I wish them well in that, but who is represented there now? That is what I am trying to find out.

- Public Accounts Committee: An Bord Pleanála - Financial Statements 2021 (27 Apr 2023)
Brian Stanley: I am trying to form a picture in my head. Are the 12 newbies civil servants? Is there planning expertise there? That is what I am trying to find out. What happened to those bodies that had a statutory right to nominate to the board?

- Public Accounts Committee: An Bord Pleanála - Financial Statements 2021 (27 Apr 2023)
Brian Stanley: I will ask Ms Buckley a question. Difficulties arose with many positions in the past - there were judicial reviews and costs associated with that - where two members of the board made decisions. As we move forward, will we have situations where there will be two members of the board? Will there always be three?
